In general, you can't receive social security benefits if you've not paid into the social security system. If you've paid into the SS system you'll have a social security card.
If you're a minor child of a deceased SS recipient or if you're a spouse of a deceased SS recipient, you may receive ( usually ) SS benefits.
With the new OBAMA rules concerning illegals, I don't know how this will affect the SS system.
