I have come up with the idea that government could be lead by all the heads of departments. These guys could do anything they needed to within the bounds that there can be no personal gain for them. This defeats bureaucracy by letting them do what needs to be done. I will attach bureaucracy for where it is possible for some one to try to take advantage of it. There will also be a head of state that coordinates their efforts. All of these people will be elected. Keep in mind, I am trying to copy democracy without the bureaucracy.

Probably unworkable except in a very small country. The sheer number of people required to do the work means there will be bureaucracy. Even major corporations have bureaucracy. Without bureaucracy, those corporations wouldn't function.

As to finding the people to fill the positions when there is no personal gain, that might be difficult. Sure there will be people more than happy to do it, but how many will really be qualified? Would you rather work for the government and make $100,000 or work for a company and make $500,000 to $5,000,000?

Don't feel the idea can't be tweaked to overcome some of the shortcomings.

In a perfect world, everyone would be given a job to do and all would do it efficiently and cheaply. Unfortunately, the real world isn't like that so rules are put into place to try get that to happen. Then the rules become more important than the goal in some cases.

That leaves us with the problem -
How to get all people to do their best without constricting how they can do it?

By its very nature, each department will see their own mission as top priority. If each department is seen as equal to every other department, how will one department be forced to concede resources to another in case the need arises?

Departments will no doubt still compete against each other for priority of command as well as monetary and other resources. Instead of financial gains, these conflicts will basically become fuel rods for the department head's egos.

Once again, the average citizen will suffer the consequences as departments will battle over who is in charge of crisis X and whose department is forced to do the unwanted dirty work as well.

Do remember, I said that there would be a head of state to cooridinate their efforts so we don't end up with a more powerful version of congress

The problem with this assessment is that my stated problem already exists today with the type of government we have.

The FBI fights over jurisdiction with the CIA over homeland security. In New York City, the NYPD fought with the NYFD over the jurisdiction to the immediate events of 9/11. These organizations already have department heads who are under a well established and legal authority (head of state).

Your system doesn't seem to fix this problem. At least Congress can attempt a prioritization of these conflicted institutions by fixing their respective budgets.

If you really look at the world governments, dictatorship works the best as long as he dosen't become corrupted (which will happen)

Im still trying to figure out how to get bureaucracy from becoming a parasite, if our governement did this, than I would be totally happy

i have similar thoughts but instead everyone is equal,the government and some people could be better than the rest but everyone is looked at with and open mind. i actually want to make unifism a thing but you'll have to decide what one you would prefer as i was hit recently with this idea and im hoping that i could evolve the concept of true freedom please bend roricat1's (me) concept of unifism im on twitter now as roricat1 elite

Ok now that I'm not a 8 year old I'm going to describe my idea of unifism
Unifism is a political system coming from socialism where everybody is valued not by net worth or race but by value to the nation and to the community.
the government structure is similar to a monarchy except all laws are passed by a committee of five people and need support by at least 40% of the population.
The king will decide who to elect as next king by determining who will protect the people the best and by intelligence.
Soldiers are required to fight without killing and to kill as humanely as possible if killing is necessary.
That is about it
