A forum as defined accurately is a public meeting place. period. No costs involved. If what is discussed there has value word will get out. That cannot be denied. Any attempt to secret those discussions in any way publicly, private communication will ensue.

Yes, there needs to be a decorum and that should be done privately when one causes an erroneous infraction to reach an understanding involving the accused and the accuser to settle the issue or that forum will become chaotic, troll infested and no holds barred and the innocent and naive who really have problems will never find answers in any forum that is paranoid about those private communications. We can police ourselves in such a way as not to offend anyone and for many PM's are a good way of doing that and primarily what they are for.
