i need to know the description or name of the bar line written above a roman numeral to denote that the numeral is multiplied by 1000

vinculum

That bar is know as well as
titulus
. Vinculum/titulus isn't known from Roman inscriptions, though, but was used more in the Middle Ages.

Titulus was used more from the middle ages. I think, however, you will find that vinculum is the word that would be used today.
