Outlook Express/Blocked Senders

I very rarely get spam on my Outlook Express. Today I got some sort of an advertisement in my E Mail. I attempted to put the letter into "blocked senders". When I did that, I received a notification that , "One or more of these senders are unable to be blocked". I think that this happened once before.

Anybody know why Outlook Express was unable to block the address that I requested?

Maybe the headers were forged and there was no valid email to block.
