I started a Twitter account at the request of a neighbor that just moved. If I go to the search box that says Find People and put my name in, this message appears. '' We couldn't find anyone named JoeNagle420'' did I do something wrong when I signed up? Thanks for any help. The whole thing is strange to me.

Did you confirm your email address by clicking on the link sent to your email address? If you don't do that sometimes the website doesn't activate the new accounts until they know the email address the person provided is a real one.
