If a bill of lading is a document of title and therefore goods cannot be released until payment has been made, then how does Air freight get delivered if an Air Way bill is not a document of title. How does the Importing forwarder know the goods have been paid for?

How the goods have been paid for is usually handled between the buyer and the seller.

An air waybill is simply a shipping document. It has nothing to do with the actual title to any goods.
