The American Recovery and Reinvestment Act 2009 promises a level of accountability that is unprecedented, with oversight, transparency and accountability in order to guarantee that the taxpayer money is being spent wisely, and that results are visible from this investment. Funds will be distributed through programs and formulas that have existing good track records.
