Why is everyone anonymous on the Internet?

On the Internet, it has been famously said, no one knows you're a dog. Wouldn't it be a better, safer, more accountable place if everyone's identity was verified with some kind of ID (like a driver's license or passport) before they got online? Or would this create more problems than it would solve?
