This is phony. There is no dept of Environmental Quality in Pa, and those very laws are phony numbers. I suppose we could look this up on SNopes , but Im sure that its just a phony .

I rest my case. If you notice the letter you posted, It was marked as being from PENNSYLVANIA. The environmental agency in PA is the Dept of Environmental PROTECTION which contains a Bureau of Environmental Quality. The laws captioned, dont exist in Pa. The environmental laws are under Title 25 and 26.
Also SNopes said that the REAL episode occured in Michigan. I just said it was a phony post when it used Pa as the origin. I dont know why. Maybe Michigan is too depressed a state to amke fun. I dont know
