Among the crimes for which Hitler bears / bore direct responsibility was the attempt to exterminate the Jews.

Should 'bears' or 'bore' be used?

@tanguatlay,
Bore is the better choice in order to make its tense consistent with the other verb, was. It is also acceptable to use bears, but then you would have to change the other verb from was to is.
