That's pretty much the attitude at the beaches on the Atlantic coast in the South. Most of those places would have little or no business if they tried to enforce a shirt and shoes policy. When nobody has any shoes on, and nobody's wearing a shirt (no more than a bikini bra), there's no one to be offended.
