Yes, but it was like asking:

"Anyone know how to fix cars?"

There is an awful lot to the craft, and books are written about it. With such a simple question I don't know how he could get anything other than a simple answer out of any respondents. If he wants instructions, he should narrow it down a bit and I'll be happy to answer.

Submit Site to Google. Google's URL submit is very quick and easy. Just go to Google's web page for URL submitting, type in your URL, type in the message that ensures Google you are an individual not a software robot and click "add URL." You can also submit your site map to Google via their Webmaster Tools.

Optimize site and submit site are completely different matter. Optimize your site, this is on page activity, optimizaion of elements of web pages just like meta title, description, heading tag, alt tag etc. Submission your site is coming under off page activity, you submit your site in different websites for your business promotion for gaining traffic for your website.

If you are looking to optimize your site for SEO purpose then you need to consider the following important parameters while optimizing the website:

Create SEO friendly URLs (Avoid special symbols like ?, %, & etc.)
Target High Search Volume Keywords in Title and Meta tags.
Improve website loading speed
Create a Responsive Website
Create a mobile-friendly website (Use AMP version if possible)
Follow proper Heading structure(H1, H2, H3...H6)
Use fresh content on the website
Set proper keyword density in your content
Use Internal/External Linking
Apply proper Image optimization
