@mismi,
There was such a question on Ontario Today's call-in gardening show today, and their gardening "guru" said that it was caused by a certain type of aphid. There should be a state agricultural extension service whom you can contact (virtually every state has an agricultural extension service, and it is usually run by state universities' agricultural and/or agronomics departments). This is a "fixable" problem, and i suggest you get in touch with your state's extension service.

I live on the Eastern Shore in MD and we have numerous pines in our backyard. It never fails that during every rain storm about 4 of them look like they're frothing. It starts about 6-8 inches from the ground... What could this be? If it's some sort of critter, r they like termites and could infest the house? Our pines in the back are only about 6 ft from the garage... Thanks!
