I found this at my place in Michigan and I have no idea what it is. Just curious.

I assume the handle turns to roll something up inside the tube.

More photos might be handy, both front & back and side views as well as oblique angles.

any manufactures marks or names?

Or around it?

No marks or names on it and this is the only other picture I have. The handle spins the tube and on one side of the tube there is about a 1\4" opening that spans the length.

That would make sense. A brush could be fitted in the opening and the trough would collect the dirt. The only flaw would be that it would be a pain to do it yourself or is someone supposed to turn it for you?

Looks similar to the tool wallpaper hangers use. A roll of wallpaper is placed on the tubular bar and unfurled as it travels through the trough of water before being applied to a wall.
