Can someone tell me Do traditional web hosts have a service similar to virtual dedicated servers but with the Windows XP operating system instead of IIS or Apache?

The most popular VPS solution I know of, Virtuozzo, supports Windows Server. How prevalent it is among hosts is another question (and since I don't use VPS at all or Windows Servers much I can't answer) but VPS for Windows does exist. Just search for "Windows VPS hosting".

Windows VPS is going to be a bit more rare, because Virtuozzo started supporting Linux in 2001 and began to support Windows in 2005 and also because Linux hosting is more common in general. But you can easily find it.
