I KNOW! It scared the hell out of me the first time I heard it - kids had been playing computer games and had the sound turned up - my heart felt like it almost jumped out of my chest! Used to it now - but yes, very annoying!

I've got the banner ad blocked at home, but not at work, so I muted my work computer. The horrid smileys are silent as well as all the little dings and such all day.
