I keep getting an error trying to load firefox-

Quote:

The proxy server is refusing connections

Firefox is configured to use a proxy server that is refusing connections.

* Check the proxy settings to make sure that they are correct.

* Contact your network administrator to make sure the proxy server is
working.

Uhh..
what does that mean?

Assuming your network connection is fine and it's a Firefox configuration, try this in Firefox:

Tools > Options > Advanced > Network > Connection > Settings

Then choose "Direct connection to internet".

And to explain, a proxy is basically another computer(s) that you connect to that then connects to the site(s) you are attempting to reach and relay their response to you.
