It depends on what software/hardware you use. Some network cards allow for configuration and on others you just need to spoof it. Here is an overview.

If the hardware has the ability to change the MAC address then it becomes a fairly easy process. You just find the right menu and type in a new MAC address.
The most common reason to change a MAC address is because the previous hardware you had is tied to something (ISP or internet phone) by MAC address. It's easier to just change the MAC address on your new hardware then having to call tech support of some nameless corporation and have them configure their system for your new hardware.
Changing your MAC address won't change your IP address or prevent you from being traced and identified if you want to attempt mischief on the internet.
