It's the fault of whoever has the most money and can be sued effectively.

In this case you might want to go for the college since they allowed two young males to occupy close quarters which might lead to any number of 'situations'. This event has obviously endured in your mind for years causing irreparable emotional trauma which could be worth millions. If they end up paying you, then having that much money could lead to new emotional issues which resulted from the state allowing the courts to award you compensation in the first place. With a little bit of good old American finger-pointing, you might be able to milk this for billions.

(don't forget your friends once you're rich). Wink

8 years ago, someone said hello to me, and I didn't smile when returning the gesture.

1) Was I wrong?

2) Have I permanently damaged that person's morale?

3) Am I a bad person for not smiling?

4) Am I as big a loser as the OP for asking a completely inane question?
