Women's Division chief/Chief Janet then talked about challenges ahead.

Should it be "chief" or "Chief"?

Thanks.

The word chief is used here as a description, not a title, and is not capitalised.

Then I'm wondering if we need the following two commas if chief isn't part her official title?

I meant a title like Chief Sitting Bull. A designation like chief, manager, president, in a business is not normally capitalised.
