I was told that Verizon FiOS television transmission is not cable.

I thought that the Verizon FiOS signal is transmitted in a cable over optical waves (light).

What is the difference?

DSL and telephone landlines come through a "cable" or wire too but most people refer to a specific technology (coaxial cable) when they say "cable tv" and fiber optic cable is often called "fiber" instead of "cable".
