The apartment complex that I live in turned the heat of to everyone yesterday. People outside still wearing winter coats!

Victor - why don't you move? You hate Essex so much; move towards Parkville....or up to Joppatowne. Or get a place at Williams Est. by the Bengies.

Sounds illegal to me - are there young children that live there? I know at least in Mass even if you do not pay your bills, they cannot shut off electricity or heat if there are young children living there.

Linkat - Victor's apt building(s) are very old and most likely have a central heating system. I'm assuming by his post that they have shut off the heat (as they do yearly) mid-April, because usually the weather is warm enough by now.

I really don't think that this has anything to do with Victor's paying his bills.

I wasn't suggesting that he was not paying his bills. I was pointing out even in the extreme case where some one was not paying there bills - they cannot shut of the heat if there are small children in the apartment.

I think it depends... if Victor is a republican he is the unintended victim of a mistake and an investigation will be forthcoming.

If he is a democrat then he is a freeloader attempting to cadge free utitilies from a well intentioned wealthy property owner and he should put on an extra sweater and stop whining.

Seriously, you'd think they would know to come by and reset the cut off date if the weather isn't normal. Are they gonna turn the heat on in October if it's still 80?

probably.
although since that's a real estate hot spot now, there's a chance his building won't even be there come Oct.
