Not the brightest bulb on the tree.

Not the sharpest knife in the drawer.

Useless as tits on a bull.

Stuck on stupid.

Doesn't have all his cornflakes in one box.

Elevator doesn't quiet make it to the top floor.

A few bricks short of a load.

As bright as a sack of hammers.

Dumb as a rock.

Not proverbial, but very trendy in genetic circles:

Got an old fashioned HAR1F.

The toys in his attic are broken.

He was standing behind the door when the brains were passed out.

Useless as a screen door on a submarine.

Couldn't organize a piss-up in a brewery
(Piss up=party/drinks with the boys)

roger, yep, like "all paint and no engine"

dadpad-In theAppalachians "ang" is only ginseng. I could find my definition as "one who harvests wild ginseng for market".I did not find it as an alternate for "sandwich". Is that a local term?
