Was the Goddess pissed off, was she having a bad nebula day, was she experiencing millenial PMS . . . why did make people who lust after power so damned stupid ? ! ? ! ?
Or is it devolution--does the individual utilize brain cells in inverse proportion to the desire to lord it over others?
I have a phrase I use to myself about others, sometimes -
belligerant ignorance, and that seems to fit your devolution scenario.

You are not familiar with the concept of belligerent design? Francis articulated it in the Pet Peeves thread thus:
Belligerent Design (proper noun). Offshoot of creationism which holds that the universe was created by a higher being who was in a very bad mood at the time, and that evolution alone cannot account for there being so many nettles.
