They package tuna in plastic bags now. It's pretty good.
I think the reason they don't use flip top cans is that it would remind people of cat food.

Yes, it is illegal. I work in advertising. What specific instance are you speaking of? There are lots of ways to get out of false advertising. Disclaimers [size=7]really small [/size] at the bottom for instance.
