US sign an international treaty baring anyone under 18-years-old from combat. There are currently 20 Soldiers in Iraq under 18 who will not be affected by the rule. The law bars the draft of those under 18 and bars the volunteer service of anyone under 16.
Overall, of the 135,000 volunteers each year the Army has 12,200 Soldiers younger than 18, most turn 18 before their first permanent party assignment.

2002-0320, Porn, LTC at War College Murders His Wife.
LTC David P Bartlett Jr., 46, Operations Branch Chief at the Center for Strategic Leadership, US Army War College, Carlisle Barracks, PA, murders his wife Suzanne, 39.
The couple had been in an intense argument for three-days over his addiction to internet pornography.
LTC Bartlett calls the MPs to report his wife missing. The next morning neighbors find the beaten and strangled body of Mrs. Bartlett naked, under a stone slab, in a steam behind their on-post quarters known as Smurf Village.
The body was so battered that exact cause of death was undetermined, some of her wounds include 21-stabs to the head: A fractured skull: Broken nose and jaw: Her eyes were cut out: Her genitalia was mutilated: Massive internal bleeding due to strangulation.
Mrs. Bartlett was a stay-at-home soccer mom, called Suzy by her friends. CID investigators found blood throughout the couple’s home. The carpet in the dining room was soaked in blood.
LTC Harry Phillips, Bartlett's neighbor, said he often heard the couple arguing late into the night and had to cover his head with a pillow just to sleep. The Bartlett's three children, two girls and a boy, ages 8, 5 and 3 are living with Suzanne's sister in NY. LTC Bartlett was sentenced to 25-years in the brig.

2002-0323, Accident, GEN Breaks His Back.
Five months after retiring from the Army, GEN Henry H. Shelton falls off his roof while cleaning the gutters and breaks his back. He retired 1 Oct 2001 with 38-years in the Army, the last four-years as chairman of the Joint Chiefs of Staff.

2002-0415, Military, DOD screws up the Thrift Savings Plan
A contractor that managed the TSP retirement system for the Army defrauds the system of $41,000,000 (64,075,000-2022.) The 225,000 Warriors who participate were not told; it was in the Federal Retirement thrift Investment Board mailed out its semiannual update. American Management Systems Inc. of Fairfax, VA, was hired in 1997 to install new software, in 2001 TSP ended the contract with charges of fraud. TSP is suing the company for $350,000,000 (547,000,000,000-2022.) The company won a bid for $30,000,000 (47,000,000-2022) and sent the government a bill for $87,000,000 (135,000,000-2022) for a system that did not work. The justice department canceled the lawsuit claiming it was the only agency that could sue but did not sue. Soldiers on average lost 6 percent of their investment due to this mismanagement. The cost of the TSP is $1.20 (1.88-2022) per $1,000 (1,600-2022) invested. Author’s Note, I invest in Vanguard Index 500 Mutual Fund and pay $1.80 (2.81-2022) per $1000 invested.

2002-0603, UCMJ, Money, COL in Korea takes bribes
COL Richard J. Moran, 57, Commander US Army Contracting CMD, Korea accused of scheming to direct a $40,000,000 (62,500,000-2022) construction project to a Korean construction company. His Korean wife, Gina Cha was also arrested at their own post Yongsan home CID found $730,000 (1,141,000-2022) in $100 bills stuffed in a mattress. Moran was sentenced to 4.5-years in the Brig. 2002-0615, Gay, SSG Caught with "Big Ugly Female”.
The Army has always had homosexuals in the ranks. For the most part leaders look the other way. The following incident happened in the 4th Squadron, 3rd Armored Cavalry Regiment (ACR), Fort Carson, Colorado. I was the squadron CSM.
The barracks charge of quarters (CQ), for 4/3 ACR heard loud music coming from a barracks room. He knocked on the door but got no answer. He then went to squadron headquarters (HQ) and asks for help from the squadron staff duty noncommissioned officer (SDNCO), they go back with the master key.
They open the door and see a white male SSG on all fours with a large black man sodomizing him doggy style. They close the door and go back to Squadron HQ to write statements.
The next morning the SSG who was caught being sodomized reported to the squadron CSM (me) saying, "No sergeant major that was no male, it was a big, ugly, black, female, with a strap on ******* my ass.”
That made sense to me, it was a plausible explanation. The soldier involved was a good man and a hard worker. When the CSM told the squadron commander they both agreed to let it go, there is no law against being sodomized with a dildo. The Squadron SDNCO who witnessed the sodomy was angry, he wanted the man charged. He started telling everybody this story but including the name of the SSG involved. I had to bring the SDNCO in and order him to keep his damn mouth shut.

A senior Navy officer (Name and Rank Unk) inadvertently ejects himself from the back seat of an F-14 fighter when he grabs hold of something during upside down aerobatic maneuvers. He was on a familiarization ride.

Author’s Note: In all honesty, the Sqdn CDR did not want any females or minorities on the color guard, he said, “I don’t play that EO ****.” I put one female on the guard without his permission and he chewed my ass. He was a white man from Alabama, and this seemed very racist to me. In 30-years in the Army this was the single most racist thing I saw. Not too bad for 30-years in the Army. The LTC did not make COL thank God.

Five members of the Old Guard in Washington DC were arrested for burgerizing homes in the DC area. The Soldiers were caught while driving a stolen Porsche Boxer sports car stolen in one of the robberies.

Army GEN Tommy Franks, Commander US troops investigated for abuses of office. He allowed his wife Cathy to sit in on Top Secret meetings.

A Cavalry trooper from the Ft Riley, KS mounted color guard falls from his horse during a ceremony and dies.

2003-0315, Alcohol, Tunnel dug under base wall to smuggle booze
Among the more audacious recent smuggling schemes, two South Korean men were busted for smuggling 62,000 cases of beer and wine by tunneling under a U.S. housing compound wall in Seoul. One formerly had managed Hannam Village’s Army and AF Exchange Services shopette. The two men built a 60-foot-long tunnel system, complete with moving rails that let them slide cases of beer and wine down a slight grade. The tunnel connected a metal shipping container inside the base wall with a "front" coffee shop just outside the gate. Customs officials said the men would run the shop during the day, and then spend night hours piling the alcohol into one of their cars. After they successfully moved booze off base for more than two years — netting $2,000,000 (3,056,000-2022) a tipster alerted Seoul customs officials. Late this year, the pair were sentenced to three years in prison and fined $1,600,000 (2,445,000-2022.) Just weeks after the tunnel was discovered, three men were arrested for smuggling thousands of cases of cold medicine, lotion, and ham — among other goods — intended for shelves on Camp Casey. Two of the men were AAFES employees, police said.
