I have Questions about SVU 41 Witneses dumb Episode Anyone at All please Etc?

This [SVU episode 41 Witneses 2016] pisses Me off Still after 10 Years, I still Have Questions I should Have used Youtube asap But People are Slow to Reply on Youtube, anyway My Question is [Since those 3 Jackasses Strangers carried Walked an Unconscious Woman Stranger on Drugs from Cafe while People are Watching, why Is Dumb Judge refusing To Allow Police to Charge those Jackasses for Negligence because Common Sense is That Those Jackasses do Not have Any Rights to Help that Unconscious Woman, Later that Woman was Raped ofcourse Those Jackasses are Responsible but Woman was Drugged Memory Loss, Neighbors could Not see Anything because It was Dark but It does Not matter Because We All know It is Wrong for Strangers to Help Other Strangers to Get to Their Homes, so Does Dumb Judge really Think that Those Jackasses were Really Nice to That Woman, what Did Dumb Judge think That Jackasses were Going to Do instead They tried To break Into Apartment but They got Chased away By another Tenant so Since They tried To Break into Her Apartment, They obviously Raped her Outside, Even if Those Jackasses did Not rape Her, their Stupid Negligence carrying To her Apartment Courtyard, Other Strangers would Have raped Her, so How come Those Jackasses do Not get Charged with Negligence of Foreseable Rape **** etc?(~~~~).
