Why they become featured? What's the purpose?
To highlight worthwile and recent content. Doing so pins the content at the top of the forum for the duration that it is featured as well as moves the content to more prominent pages outside the forum (i.e. some of the first pages linked to from the home page).
In the future it will be a delineating criteria that is used for more useful purposes.
