MY FB Business account has been inactive for some time. I no longer have access to the email associated with that account. The only option available to me is to verify the email but cannot for above reason.
How can I change the email and move forward?

Can you get in with a phone? Try both a phone and a desktop/laptop unit. The mobile and desktop versions of FB are a little different, and one may work when the other does not. If so, change the email address and password, and add someone who you trust as a second admin for any pages/groups you run for your business.

I went to the Android phone app and all is in order. When I try this on the Desktop, I get the problem. I'm completely mystified on why this is.
