Because of the 'cheap' frame that I think came with the painting, the hurried appearance of the work, the date of it, the fact that there is no artist I can suss out from what I can read - T Podurli___, the title being about Monmartre Ball while the subject of the painting is not any identifiable part of Monmartre or a Ball, the size of the painting and being on panel, the way the panel is fixed into the frame, I believe we're looking a small format tourist souvenir.

I think we're looking at a value today of somewhere under $200. It might make a nice decorator piece in a group of similar themed and sized panels and canvases or an accent corner with other decorator pieces. The frame being replace or 'fixed up' by refitting the corners and refinishing it would be recommended but will not add much value while increasing the appeal somewhat.
I'd find a place for it if it were mine, but it really isn't a "focal" piece. Near an entrance or in a bathroom, maybe.
