Using Skype for local calls in US Virgin Islands

I live in the US and plan to visit the US Virgin Islands with an unlocked android phone. If I purchase a data only sim card for use while there, could I purchase Skype credit for local calls to land lines and mobile numbers there?
And my Skype US phone number would work there?Thanks

I don't know about all the rest of it, but you can use Skype anywhere, from what I remember. You just need wifi.

Why not use whatsapp? You can call/face time for free anywhere in the
world.
