What is it when people talk to people of any age in behavior training way?

for example , from or to a human, young adult, spouse, etc, related to
or behaved to like baby dog. but anytime, like unpredictable, and any age?

Especially when not in first years or at a different development rate. but even then it sounds wrong? Even for dogs?
