I am applying for a masters degree. I’m finding that my program of study isn’t offered as an online option at many schools. There are a few, but I am not really interested in those schools as they are lower ranking schools and the online programs in the subjects aren’t the best.
Can I sort of “create” my own online program if all the classes I need are offered in online format? Or do schools tend to frown on that because they want students to have in-person classes as well? If this is a possibility, it would give me a lot more options for schools.

You'll have to ask the school directly. They're all going to have their own policies on something like this.
