Energy type in energy band diagram of solid

What type of energy do the energy levels in the bar graph of a solid such as silicon (Si) represent? potential energy? kinetic energy? or total energy?
I saw in a book that kinetic energy of an electrone in conduction band is E-Ec, which Ec is the lowest level of conduction band.
Does this mean that Ec is potential energy and any other energy level higher than this level but in conduction band is total energy (Ec+kinetic energy)?

Actually, the (3/2) kT result is the internal energy per particle of an ideal gas. In that case, it's kinetic.
