why shouldn't a patient get vaccinated while infected with a bacteria?

Well it depends on what Bacteria infection because Bacteria are lifeforms themselves and depending on how the vaccine works literally could cause harm to the patient.

Think about it like this. If you have something in your system that could cause an alternating effect of something else. Again the human body has tons of bacteria inside of it, mostly the good kind. If something that should not be presented in the body then you should be aware.
