If the universe is expanding, why is the galaxy Andromeda on a collision course with our Milky Way Galaxy?

It's not expanding, light loses energy as it travels through space, which is interpreted as redshift.

Because the speed with which the Andromeda and the Milky Way are headed towards each other is greater than the speed of the expansion of the universe between them.
