Which sentence is correct:

Have the permit process and drawings request been started?
or
Has the permit process and drawings request been started?

@LBrinkmann,
Well, if you replace "the permit process and drawings request" with "they, you would use have (you're asking about two things).

Or, if they are connected by one process (i.e. a joint application to one department), it would be has (for a single thing).
