Hi Cherrie. Can you explain how you got that answer. I am new to cryptic so I am still learning thanks

The first one is two meanings of 'fast'. If something is fixed it's made fast, on the double means fast.
A spool of film is a reel, 'weird sect' means you have to use the letters of sect to make an anagram of 'reel' and 'sect'. Re-elects means to return someone to office.
