Which sentence is clearer or is there no difference between the adverbs?

We will begin rough framing after the building permit has been issued.
or
We will begin rough framing when the building permit has been issued.

I would use once, that gives the impression you will start work as soon as realistically possible.

We will begin rough framing once the building permit has been issued.
