Painting stairs

I have a domestic set of wooden stairs, open (no risers) in 1970s style. Their most recent coating was 10 years ago when they were coated with blackfriars polyurethane coloured varnish (dark mahogany). This has lasted well with no chips on the treads. I would now like to change the colour and maybe the finish to black or very dark treads and white rails and sides. I am looking to use paint, with non slip floor paint for the treads. I would be happy with any coat for the treads as long as it was black or very dark in colour. Can you advise how to prepare and follow through with this job. I have some Zinnersen BIN primer. Do I need to strip everything (and the treads in particular) to the wood (which may contain stain from early times) to remove the polyurethane etc or can I simply rub down and coat the primer everywhere as a suitable base for the floor paint and ordinary gloss/satin for the sides? Any help or recommendations would be greatly appreciated. many thanks.

@issy0412,
If the polyurethane is in good shape with no peeling, cracking, or chipping, I'd feel pretty confident in rubbing down the stairs with 000 ScotchBrite pads, or the equivalent, and mineral spirits. I think I would prefer to use an oil-based primer with dark coloring added for the treads. BIN will be good for the rails and sides as it is white and will help mask the previous dark color.

@hightor,
what do you think about Tung Oil?? My knoowledge on finishing high wear areas has often been arrived at via bad decisions from dubious ads in my "WOODEN BOAT" magazine

@farmerman,
The good thing about tung oil is that you can recoat it at any time with minimal preparation. The bad thing about tung oil is that you often have to recoat it as it will wear off in places with high traffic.
