I have never heard of this, it seems unlikely to me. Years ago we used to have oral sex with Altoids, it gives a tingly feeling (that goes away as soon as the oral sex stops). That never caused a problem.
Maybe he has an allergy. More likely there is another problem. He might want to talk to a doctor. There are some infections that cause burning when you urinate that he probably would want to get checked out.
