help with a battery

i have acorn stairlifts and i get a code telling the batteries are dead, so i remove them and one has 13v and one 11v so that is the fault. but in taking of the caps both batteries do not sow water in them so does anyone here know if your supposed to be able to see the water in the np7-12v 7.0ah batteries because these lifts are 24-7 charged i'm thinking they may have just boiled out the water and because it is low they now will not take a charge.

but i do not want to just fill them if they will not let you see the water level when they are full.

@corvairbob,
ok i may have figure this out. for s/g i took off the caps and turned the battery over and nothing came out of any cell on 2 batteries, so they must be dry cells like agm or maybe gel type batteries. so more than likely they are not recoverable. thanks
