Of course you can. There is always a central government, always laws you have to obey. Nothing is different except that Britain is lot more insignificant.
Can Scotland decide for themselves?
(I think they are out of the United Kingdom the next chance they get).

You think Scotland is counting on the US? I don't think they care about what the US thinks. It is not like we have anything to do with Scotland.
