I would suggest looking up the tax code for Canada. From what I have read if you are a minor and make under a certain amount per year you do not have to file a tax return. However, I am not familiar with the Canadian tax rules - this is just what I have read.

Best place to look is your Canadian tax code - there must be a government website with instructions or a phone number you can call.

It might not just be tax either, when I was a kid in the UK I had to get a special permission slip signed by my school before I was able to take on a paper round.

I'm not saying that's the case in Canada, but as you've already been advised you need to check out official Canadian websites.
