So where I live there is not much water, so any wash off method won't work and I'm scared to shave with a Razor, so what can I do? And yes I shave my legs but that takes me like 2 minutes and there are no waxing places near my house

Tweezers! Just pluck the hairs. It takes a while to do but then the results last much longer than shaving and it leaves you lovely and smooth with no stubble and no water or messy wax is required.
