I was supposed receive a package that has to be singed but I couldn't be home so I requested that they send it to my neighbor but they still put a slip on my door saying that they missed me. They did not deliver to my neighbor like I asked them to. How do I report that to UPS?

You can take this directly to UPS.

On the top line, click on "locations" a page will come up where you enter information as to your location. That should bring up your local spot and contact phone number. There is also a number on the main page.
