It is perfectly fine for people around 13-15 to not want boyfriends (or girlfriends). In my opinion 13 or 14 is too young to be dating. Starting to date at 15 might be reasonable, it really depends on the people involved.
It is perfectly fine for people to have friends who are boys but that aren't boyfriends.
The two people involved get to decide whether they are boyfriend/girlfriend or whether they are just friends. It isn't anyone else's business. Relationships are complicated (no matter what age you are), and the people in the relationship get to decide what they call it.
