I can hardly accept it. The content of the phrase is to show us the fact that the number of homicide is 760, but the use of "surging" compromises the placid tone of showing a fact. Am I right?

Surging means “rapid rate.”
The rate is high and moved to that number very quickly. That’s hardly placid.
