Safe distance to set concrete anchor

I want to hang dish racks from wall of my home, which is made of cinder blocks. The space I want to hang the dish rack from is at door edge. I'm wondering how close to the edge of the block it is safe to drill an anchor?
If I had my way and safety wasn't a concern, I would love to drill the hole about an inch and a half from the door jamb. But I can squeeze things up and get it more like three or four inches away if needed. Or is this just a bad idea in general?

I'd guess when all loaded up the racks with dishes it'll only need to hold, 20-30 lbs? So maybe I'm just being paranoid. But better safe than sorry :-)

I'm having trouble picturing what sort of rack structure you have in mind. How many anchors are you thinking and what is the shape of the rack? Of course, the more anchors you have, the safer the installation. If you are 3/4" from the edge of the block and if the anchor is done properly (sufficient diameter inserted deeply enough) you won't have a problem with that anchor so long as you aren't asking one anchor to do a big task.
